No. ISO develops standards. Independent certification bodies audit organizations and issue management-system certificates within their approved activities.
The timeline depends on scope, employee count, sites, complexity, readiness and closure of any nonconformities. A realistic plan is confirmed after application review.
Management-system certification is normally managed on a three-year cycle, subject to successful surveillance and continued conformity.
Certification must remain impartial. A certification body should not certify management systems for which it has provided prohibited consultancy.
